The Ministry of Haj and Umra endeavors to reserve the rights of Haj and Umra pilgrims, and of visitors, through the field observance and follow-up committees and the communication centers established to receive complaints and comments. The rights of Haj and Umra pilgrims are as follows:


Firstly: Haj pilgrims' rights: 

The rights of domestic pilgrims:

1-Pilgrims shall be enabled to perform hajj (pilgrimage) after entering into contract with a licensed company or agency by the MHU.

2-The MHU shall qualify the companies and agencies capable of offering the services properly to the pilgrims.

3-The MHU shall facilitate the pilgrims' making of contracts with the licensed companies and agencies. It shall transfer the pilgrims' data to the Ministry of Interior in order to issue Hajj permits for them since it is the concerned authority responsible for this procedure.

4-The MHU shall take the necessary financial guarantees from the companies and agencies to ensure their fulfillment of their contracts with the pilgrims.

5-The MHU shall carry out effective monitoring programs over the companies' and agencies' execution of the services agreed upon with the pilgrims.

6-The MHU shall receive the complaints and remarks of the pilgrims on the companies and agencies. Then it will present them to the concerned committee for investigating and taking the appropriate decisions.

7-The MHU shall provide all reports it has as regards the performance of the licensed bodies in the season, and any reports it receives from the concerned bodies, and send them to the committee concerned with the violations in order to see into them and to help it investigate the pilgrims' complaints.

8-The MHU shall implement the decisions of the Committee in order to return the rights of the pilgrims that are prescribed for them by the Committee, in addition to implementing the Committee's decisions that include applying penalties on the violating companies and agencies by imposing a financial fine, stopping them from the service for one season or more, or cancelling their licenses.

9-The MHU shall represent the pilgrims before the authorized legal courts if the company or agency objects to the indemnity determined for the pilgrims.

10-The MHU shall give the pilgrims the amount of indemnity that is determined for them through the approved official channels.

 

The rights of external pilgrims:

The MHU is performing a monitorial role to safeguard the stated rights of the external pilgrims according to the controls specified by the MHU, and in conformity with the binding contracts between the pilgrims' representatives (the offices of the pilgrims' affairs or the companies) and the pilgrim on the one hand, and the pilgrims' representatives and the service providers on the other hand, such as the services of housing, transportation, catering, logistics and accommodation at the holy shrines. Also, the MHU receives the pilgrims' complaints and remarks concerning the companies and agencies, then presents them to the concerned committee for examination and investigation in order to issue the appropriate decision on them. In addition, the MHU evaluates the reports it has on the performance of licensed parties during the season of hajj, together with the reports it receives from other concerned authorities in order to see into the pilgrims' complaints. It shall also impose penalties on the violating companies and agencies by fining them financially, stopping them from the service for one season or more, or cancelling their licenses.


Secondly: Umra pilgrims' rights:

  1. Maintaining the atmosphere appropriate to rituals performance.
  2. Fulfilling all safety and comfort requirements.
  3. Having the necessary awareness, advice, and guidance regarding all their affairs, during their visit to the KSA.
  4. Guiding drifters, receiving complaints, addressing and working on solving them, and receiving suggestions.
  5. Reception and bidding farewell in the ports.
  6. Transporting them and their luggage to and from their residences.
  7. Securing their movements between Umra cities.
  8. Ensuring that they receive the entire contracted-on package at the best level available, and monitoring their comfort throughout their stay.
  9. Confirming travel reservations.
  10. Reserving a ticket if theirs is missed, and charging the new ticket on the foreign agent.​
